Phlebotomist/Medical Laboratory Technician

Minimum Qualifications:

  • Education: High School diploma or equivalent. Graduation from a certified Phlebotomy or

Medical Laboratory Technician program.

  • Certification: Must have a Phlebotomist or Medical Laboratory Technician Certification

from a nationally recognized entity (e.g. AMT, ASCP). Certification must be current, active, and valid for the duration of the contract.

  • Experience: Minimum of one year of experience within the last three years routinely practicing as Laboratory Technician / Phlebotomist to include six (6) months full time (or equivalent) working experience in a medical environment involving phlebotomy, patient reception, and related clerical duties. Experience in Blood Donor Center activities preferred.

  • Must have ability to collect venipuncture and capillary specimens in periods of heavy demand.

  • Must have knowledge and understanding of infection control and aseptic technique.

  • A phlebotomy certification by a nationally recognized agency or experience in whole blood collections is preferred.

  • Laboratory Technician / Phlebotomist shall be able to read, write, and speak English well enough to effectively communicate with patients and other Laboratory Technician / Phlebotomists.

  • Required Training: Life support training. The Contractor employee shall possess and maintain current course completion documentation for Basic Cardiac Life Support (BCLS) through an American Heart Association and/or Red Cross approved training program. The contract HCPs are responsible for maintaining these certifications in a current status at all times while performing services under this contract.

Required Skills/Abilities

  • The quality of Contractor practice shall meet or exceed reasonable standards of professional practice for the health care concerned as determined by the same authority that governs military medical professionals in the same discipline.

  • Assist donors in the preparation of donor card demographics information.

  • Prepare bags for issue at blood drives in accordance with established Standard Operating Procedures (SOP).

  • Input donor demographics into the Blood Establishment Computer System (BECS).

  • Obtain donor history.

  • Perform daily quality control on all equipment and reagents in accordance with established donor center SOPs.

  • Determine whether donors meet acceptable criteria for hemoglobin according to established donor center SOPs.

  • Assess donor temperature, pulse and blood pressure and annotate on the DD Form 572 donor record.

  • Perform donor interview and determine donor eligibility.

  • Perform phlebotomy using standard blood bag kits in accordance with established donor center SOPs.

  • Collect pilot tubes for donor testing after phlebotomy using the sampling device on the blood collection kit.

  • Weigh and prepare the units for component processing in accordance with established donor center SOPs.

  • Set up and tear down mobile collection sites during blood drive operations.

  • Review donor cards for completeness and determine donor eligibility.

  • Recognize and initiate appropriate measures in emergency situations (Adverse Donor Reactions)

  • Following donor center SOPs.

  • Properly ship blood products to other facilities in accordance with established donor center SOPs.

  • Perform component processing, inventory, and labeling of collected units.

  • Provide services in compliance with applicable military and service written policies, procedures, and regulations, as well as those of the American Association of Blood Banks (AABB), College of American Pathologists (CAP), Clinical Laboratory Improvement Program (CLIP), Food and Drug Administration (FDA), and The Joint Commission (TJC).

  • Complete facility specific training and competency as assigned.

  • Drive donor center vehicles as determined by the COR.

  • Responsible for maintenance and inventory of Blood Donor Center (BDC) supplies including preparation of such for mobile blood drives.

  • Perform scheduled maintenance on BDC equipment IAW established SOPs.

  • Perform Lot Release on all blood products to include, but not limited to, first and second level review and entering test results into the Blood Establishment Computer System (BECS).

  • Label blood components in accordance with established SOPs.

  • Perform or assist with Apheresis platelet/plasma collection as determined by the COR.

  • Perform or assist with the deglycerolization of Frozen Red Blood Cells as determined by the COR.
