Job Summary: The Business Development Manager is responsible for the end-to-end identification and qualification of new business opportunities across federal procurement channels, with a focus on healthcare-related contracts and task orders under the Polaris vehicle and other awarded contract vehicles. This role also carries significant responsibility for capture support — building past performance narratives, structuring teaming agreements, subcontractor relationships, and joint ventures — to maximize Decypher's probability of win (Pwin) on identified opportunities.

Required Qualifications:

  • Education: Bachelor's degree in business, Public Administration, or a related field, or equivalent professional experience.
  • Experience:
    • 5-7+ years of experience in federal business development, capture management, or a closely related role.
    • Demonstrated experience researching and qualifying opportunities on SAM.gov and related federal procurement platforms.
    • Hands-on experience structuring and negotiating teaming agreements, subcontractor agreements, and/or joint ventures in a federal contracting context.
    • Working knowledge of the Federal Acquisition Regulation (FAR) and federal procurement/contracting lifecycle.
    • Experience building or contributing to past performance documentation and proposal qualification materials.
    • Strong analytical skills with the ability to assess opportunity fit against company capabilities and strategic priorities.
    • Excellent written and verbal communication skills, with experience presenting bid/no-bid recommendations to leadership.

U.S. Citizenship is required

Preferred Qualifications:

  • Experience in healthcare-focused federal contracting (e.g., HHS, VA, DoD health agencies).
  • Familiarity with federal IT contract vehicles, particularly Polaris, GSA MAS, or other GWACs/IDIQs.
  • Certified Federal Contracts Manager (CFCM) or similar certification.
  • Experience with CRM or pipeline management tools and market intelligence platforms (e.g., GovWin, Deltek).

Key Responsibilities:

Opportunity Identification & Pipeline Development

  • Continuously monitor SAM.gov and other federal procurement sites (GSA eBuy, agency-specific portals, GovWin, etc.) to identify new solicitations, RFIs, sources-sought notices, and pre-solicitation opportunities aligned with Decypher's core capabilities.
  • Actively track and search for task order opportunities under Decypher's existing contract vehicles, including Polaris, to identify a strong internal pipeline of recompete and expansion work.
  • Qualify opportunities against Decypher's capabilities, past performance, and strategic priorities; document rationale for bid/no-bid recommendations.
  • Build and maintain an organized sales funnel/pipeline (CRM or pipeline tracking tool) with accurate opportunity staging, timelines, and probability of win assessments.
  • Analyze procurement forecasts and agency spending patterns to anticipate upcoming opportunities before formal solicitation release.

Capture Support & Win Strategy

  • Develop and maintain past performance narratives and qualification documentation to strengthen proposal responses and maximize evaluation scoring.
  • Identify capability gaps on qualified opportunities and proactively source, negotiate, and structure teaming agreements, subcontractor relationships, and joint ventures to fill those gaps.
  • Support capture planning activities, including competitive assessment, win theme development, and teaming strategy, in coordination with proposal and delivery teams.
  • Build and maintain relationships with potential teaming partners, subcontractors, and industry contacts to support future capture efforts.
  • Collaborate with contracts and proposal teams to ensure teaming and subcontractor agreements are structured to maximize compliance and competitive positioning.
