Capture & Business Development Manager

Job Summary: The Business Development Manager is responsible for the end-to-end identification and qualification of new business opportunities across federal procurement channels, with a focus on healthcare-related contracts and task orders under the Polaris vehicle and other awarded contract vehicles. This role also carries significant responsibility for capture support — building past performance narratives, structuring teaming agreements, subcontractor relationships, and joint ventures — to maximize Decypher's probability of win (Pwin) on identified opportunities.

Required Qualifications:

  • Education: Bachelor's degree in business, Public Administration, or a related field, or equivalent professional experience.
  • Experience:
    • 5-7+ years of experience in federal business development, capture management, or a closely related role.
    • Demonstrated experience researching and qualifying opportunities on SAM.gov and related federal procurement platforms.
    • Hands-on experience structuring and negotiating teaming agreements, subcontractor agreements, and/or joint ventures in a federal contracting context.
    • Working knowledge of the Federal Acquisition Regulation (FAR) and federal procurement/contracting lifecycle.
    • Experience building or contributing to past performance documentation and proposal qualification materials.
    • Strong analytical skills with the ability to assess opportunity fit against company capabilities and strategic priorities.
    • Excellent written and verbal communication skills, with experience presenting bid/no-bid recommendations to leadership.

U.S. Citizenship is required

Preferred Qualifications:

  • Experience in healthcare-focused federal contracting (e.g., HHS, VA, DoD health agencies).
  • Familiarity with federal IT contract vehicles, particularly Polaris, GSA MAS, or other GWACs/IDIQs.
  • Certified Federal Contracts Manager (CFCM) or similar certification.
  • Experience with CRM or pipeline management tools and market intelligence platforms (e.g., GovWin, Deltek).

Key Responsibilities:

Pipeline Development

  • Monitor SAM.gov, GSA eBuy, GovWin, and agency portals to identify solicitations, RFIs, and sources-sought notices aligned with Decypher's capabilities — including task order opportunities under Polaris and other existing contract vehicles.
  • Qualify opportunities against Decypher's capabilities and strategic priorities, documenting bid/no-bid rationale, and maintain an organized pipeline with accurate staging, timelines, and Pwin assessments.
  • Analyze procurement forecasts and agency spending trends to identify opportunities ahead of formal solicitation release.

Capture Support

  • Build and maintain past performance narratives and qualification documentation to strengthen proposal competitiveness.
  • Identify capability gaps on qualified opportunities and structure teaming agreements, subcontractor relationships, and joint ventures to close them.
  • Support capture planning — competitive assessments, win themes, teaming strategy — in coordination with proposal and delivery teams.
  • Build and maintain relationships with teaming partners and subcontractors to support future capture efforts.

Work Environment & Schedule: Remote from an approved location. Travel may be required to customer site as needed.

Compensation & Benefits: $85,000 to $110,000 per year + benefits. Please note that the salary information is a general guideline only. Decypher considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Physical requirements: May be required to lift 20-25 pounds independently. Position requires long periods of sitting in an office setting.
