Job Summary

The Director of Business Development leads Decypher's growth strategy across federal health accounts, with primary focus on the Defense Health Agency and the Military Health System. This role owns the full business development lifecycle — opportunity identification, capture strategy, proposal leadership, and customer relationship development — and serves as a senior representative of Decypher to government clients, teaming partners, and industry stakeholders. The Director works closely with executive leadership, operations, recruiting, and pricing to position Decypher for new and recompete work, and to expand the company's delivery of professional services, technology, and management solutions in support of military treatment facilities and the communities they serve.

Required Qualifications

Education:

• Bachelor's degree in business, healthcare administration, public health, or a related field; master's degree preferred.

Experience:

• 10+ years in federal business development, with at least 5 in a leadership or capture-management role
• Demonstrated record of winning federal contracts; specify size and type, e.g., IDIQ/GWAC task orders, SCA labor-hour staffing.
• Direct experience with Defense Health Agency, Military Health System, or comparable federal health programs.
• Knowledge of the federal acquisition lifecycle: sources sought, RFI, RFP, proposal, and post-award transition.

U.S. Citizenship is required.

Key Responsibilities

• Develop and execute a business development strategy aligned to Decypher's federal health portfolio and long-range growth objectives.
• Identify, qualify, and prioritize opportunities across DHA, the Military Health System, and adjacent federal health accounts.
• Own capture management from opportunity assessment through proposal submission, including win themes, competitive analysis, pricing strategy, and teaming decisions.
• Build and maintain relationships with government customers, contracting officers, program offices, and industry partners.
• Lead proposal efforts in coordination with operations, recruiting, pricing, and capture support, holding bid/no-bid discipline and submission quality.
• Represent Decypher at industry days, conferences, and association events; maintain a current view of federal health market trends and budget priorities.
• Mentor and develop business development staff;
• Report pipeline status, win/loss analysis, and forecast to executive leadership on a regular cadence.

Work Environment & Schedule: Remote from an approved location. Travel may be required to customer site as needed.

Compensation & Benefits: Up to $150,000 – 175,000. Please note that the salary information is a general guideline only. Decypher considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Physical requirements: May be required to lift 20-25 pounds independently. Position requires long periods of sitting in an office setting.
